HELP PLEASE!! My 4.3lx merc IDLES at 4k!!

I took my boat out of storage a week ago and started it, it ran a little rough (like it needed a tune up) but ran at 600rpm or so IDLE... I changed the plugs wires cap and rotor and now it runs at 4K always! any Ideas? (I already physically forced the linkages to make sure they werent stuck open, and no they werent..)

Ayuh,... Welcome Aboard,.... What Vintage,..?? Is it Carbed,..??

Ayuh,.... Mechanical fuel pump, 'n rochester, or electric fuel pump, 'n Merc/ Weber carb,..??

Is the throttle linkage in the closed position,..??

Are the carbs throttle butterflies closed,..??

Disconnect the linkages, 'n See that things move smoothly...
