85HP Evinrude Starflite Model 85293R . Runs but will not pick up speed at full throttle, when on lake, but does when running in 55 gallon drum. Any idea why this is.

Full throttle in a drum is introducing a lot of air into the water. That'd greatly reduce the load on the prop.
