Mercruiser alpha one 3.0 won't crank

With the plugs out the starter will turn the flywheel and crank engine. Plugs back in, the enine won't crank. Battery load tested and is fine. Starter tested and is fine. No missing teeth or damage to flywheel. Before it stopped cranking, sometimes it took a while to start engine and had a grinding noise coming from either starter or flywheel. Not sure what my next step is?

Let's test something here. With the spark plugs in and with a DVM or VOM, hook the negative lead of the meter to a good clean ground and the red lead to the starter solenoids main terminal (not on the wires or connectors, on the terminal itself) meter set on volts. Have someone crank the engine (or at least attempt to crank the engine) what does the volt meter read while they are holding the key in the start position.
