1989 45hp Mariner 2 stroke not pumping water to tell tale port.

My father recently purchased a used 1989 Mariner 45hp 2 stroke outboard. The according to the previous owner the motor ran fine. The motor does run fine except the water pump doesn't seem to be pumping water up to the motor and through the tell tale port. We made sure there are no obstructions in the line by blowing them out with water and also replaced the impeller. We made sure to not run the motor more than 20 seconds each time when testing to be sure not to overheat motor. I believe the water pump is a high pressure pump and not a high volume pump. Any suggestions would be greatly appreciated. Would like to get my parents out on the water to fish this spring.

Did you test it in barrel or on the muffs?
If it was in a barrel the water level needs to be up over where the water pump is in order for it to pick up pressure. It is not self priming.
When you are running out on the water it is being forced up in.

Also did you make sure to put your woodruff key back in the keyway of the shaft in the water pump? Otherwise your impeller is not spinning.
