gas gauge replacement confirmation

Gauge shows empty all the time, I grounded the sensor terminal at the gauge and gauge does NOT move (peg).
Im getting 12 v across it and lugs are tight , no corrosion.
Time to replace the gauge ??

The lower the resistance the higher the needle should go. Therefore going directly to ground should make the needle go beyond full. I would say its dead.

You can also check the resistance of the fuel sender.
