1998 Mariner 200 will not get out of the hole.

I have 1998 Marine EFI.I do alot of trolling and idle speed looking for fish.When I get ready to move from one place to the next I give it full throttle to get out of the hole and it will not pull itself and get on top.I have to pull the throttle back and slam it forward several times before it will ignite and come out of the hole.Once it ignites and get's on top it runs great.I took it to the place where I bought it last year and they replaced the ECM and some other parts($1800) that I will have to look on the ticket.I had it out last week and it still does the same thing.I am tired of messing with them and need ya'lls help.I am plenty mechanically inclined but not real familiar with the part names/locations on the motor?

Check the small bleed line filter near top of VST as if stopped up it will act this way.
