90 mercury won't prime

I have a 90 hp 2 stroke mercury. Prime bulb will not get hard. engine cranks if I put fuel in cyls. but quits when fuel is burned. Any help will be appreciated.

is it a new bulb if not try a new one.If that dont work fuel pump rebuild coast about 20 bucks.
