86 Evinrude 6 HP does not run good with cover off but not on

I have a 1986 Evinrude 2 stroke 6 HP which runs great with the cover off. When I install the cover, it will not run at full speed.
I've checked the compression and spark plug wires and they seem fine. I'm thinking of an exhaust leak, but haven't detected it yet. Anyone else experience this problem or ideas for repair?

If you're running that engine in a barrel, bucket, test tank, or some kind of confined area on a boat (sail boat?), the engine would be drawing in its exhaust fumes to its carburetor which would just about kill the engine.
