1992 Merc 350 not firing

I have a 1992 Ski Pro with a 350 (gm) mercruiser/Alpha 1. I just replaced the motor this spring with a rebuilt 350 and cannot seem to get the engine to fire. The Base timing is set at 8 btdc, based off what i've found on this site. I have a fresh fuel getting to the carburetor, and can smell fuel as the engine spins over. Ive double checked the firing order and have spark, but the engine is not firing at all; sometimes a little backfire, but only after extended cranking. Seems like a simple fix, but I'm out of ideas.

Did you have the engine on #1 TDC on the COMPRESSION stroke? This is what causes this problem 99% of the time on this forum.

Ayuh,... Welcome Aboard,.... I agree with Don, yer probably 180? Out on the distributer...
