choke issues

So I just purchased a rebuilt carb for my mercruiser inline 6. Question came to mind after messing with choke all day. which I still can't get right. Is this mallory rebuilt carb suppose to have a stepped fast idle cam like automotive style. I thought marine carbs have a smooth cam. So with The choke plate is closed cold boat starts right up. revs out to about 2000 rpm so then i snap throttle knocks down to about 1500. Then I had to adjust it so it would idle around 700. let boat sit for 1 hour go back starts right up idles at 750 go to hit throttle goes back up to 1500? There is 4 steps on the fastt idle cam is this correct? What am I doing wrong.

You are doing nothing wrong, the numbskull who rebuilt the carb put an automotive cam on your carb, you can complain long and loud to the place you bought it or you can take the cam off and grind the steps off.
