Pigment in vinyl graphics/strips isn't deep. Once it has faded, it can be restored to any real degree. When you restore the color on other surfaces, you remove the faded top color to reveal the deeper color below.
Vinyl just doesn't have that depth. It's also easier by far to simply replace a stripe. They are sacrificial.
