Unbolt the link rod from the tilt tube rod this will tell you if the engine swivel is seized or the rod in the tilt tube. If it is the tilt tube rod unscrew the big nut on the starboard side and see if you can drive the rod out of the tilt tube; once you have it out need toclean the tilt tube out of the dried up grease and then put fresh grease in. Hopefully this will cure your problem. Good luck
