evinrude 70hp tilt and trim problems - stuck

last year i bought a boat and the tilt and trim on the motor worked fine, a 2 year old could pull the heavy motor up. but now, this year, the motor is nearly stuck in the down position, with some strength it moves up. the cylinder barely does anything until it is almost all the way up then i can hear some fluid moving around. i haven't been on the water yet this year with it because it would be too hard to pull the motor up from inside the boat. i'm still new to boating, my question is how do i fix this? it is not power tilt and trim, but is there still somewhere to fill fluid? it is a model e70elcte

You may need a new shock absorber. Go to shop.evinrude.com and look up your mtr. It's part # 93. Or else you have a severe lack of grease somewhere.

In your mtr mounting bracket that goes on the transom of your boat.
