Feels like prop slip but, I don't think so....

I have a 1987 cheetah 180 with a 305 260HP. I was going thru a no wake zone out of the marina and when I went to full throttle the engine over reved and I smelled burning rubber. I knew it was the prop hub. I had a spare prop and put it on same issue back in the water. Moving at idel but slipping under power. After talking to the local boat mechinic I was told to put it in forward gear and try to turn the prop. I did and I was able to but it did not slip on the shaft it turned the shaft. Is this a good test? I removed the outboard to change the water pump and to see if anything looked broken. Everything seems in order. Any ideas? Thanks in advance.

Engine coupler. It's a rubber hub similar to the prop hub. It's mounted on the flywheel. Yes, you need to pull the engine and drive to replace it.
