Sterring problem / Jack plate

Hello, I am new to the forum and hope I could get some help. I purchased a 1995 Nitro DC190 with a Mercury XR6 Black max 150hp. My problem is in the steering . I can hardly move it. I disconnect the rod and the motor moves very easy. The next question is that I was told after I bought the boat that there was a jack plate on it and they took it off. Could this be part of the problem. I can not find out what size jack plate was on it as the previous owner that sold it is deceased. Should I try and add a jack plate or change the steering cables? I was told it would be less expensive to add jack plate then change the cables. Should I consider hydraulic steering ? Any help would be appreciated.

Can you tell if the steering cable is
tight in the tilt tube?
If so try to get the cable out, clean
the tube and lube the cable and tube.

Replace the cable or cables...much cheaper than hydraullic however hydraullic is very nice to have and use...Jack Plate's are expensive and you will pay to have it installed if you can't do it...If you don't have a nose cone on your lower you have no use for the plate...save your money...
