blowing livewell and horn fuses

trying to get my old boat ready to sell and found my livewell and horn fuses keep blowing. They both worked last year. The fuses blow as soon as i turn the switches on. and everything else on the fuse block works. Ani idead of where to start looking for the short would be appreciated. Could it be the fuse block itself? please help

Not likely the fuse block. Without test equipment, the easiest way to test is to disconnect one wire at the horn. Now operate the switch. If the fuse blows you know its a wiring problem. If not, the horn is toast. Do the same for the livewell pump. However with the pump, it may be that the bearings in the motor have seized. A stalled rotor will blow a fuse. You can try to turn the impeller to free it up but if it is tight now, it probably needs replacing. It is also possible some debris jammed the impeller. Either way you will likely need to remove the pump to check it.
