Time to plane out

I Have a 2006 295 xlp 200Hp E-Tec. When trying to plane i reach around 2900 RPM, its taken me some where around 15 sec to plane. After trimming it out i am able to reach around 4300RMP. Looked at operating range I should be around 5800 RPM, The prop installed is 14.5X26 3 blade original size from manufacturer. I am at 4300 ft, talking with my local mechanic he suggested that i drop down to around a 21 pitch prop due to operating at 4300 ft in elevation, He refereed me to a prop manufacturers. I told him the issue i am having and said i should adjust the jack plate first. You could say i am a little lost right now since this is the 1st boat i have owned and been told 2 different things. Should i be adjusting the jack plate or go with a diff prop. If i adjust the jack plate what should i be at from the PAD. Thanks in advance.
