1992 johnson 40hp trim

I recently purchased a 1992 boat with a johnson 40 hp. the trim did not work when i bought it and my father in law had it for a week and had his mechanics fix the trim. they installed a new motor and installed a "rebuild kit". the first thing i noticed is that the top seal was not seated correctly at the base of the lever arm that lifts the engine. the second thing i noticed is that when operating the tilt it seemed weak upon lifting the engine and sounded as if there was air inside the pump or the pump was not properly filled or primed. What i have done is tried to press the seal back into place and have filled the pump with fluid. (i was told to use power steering fluid). the tilt will work for a while however, the seal always slips back out on the top and leaks oil and the trim becomes weaker as the day goes on. what should i do?

If you paid someone to repair it, take it back and have them do it properly.
