Started my '84 Evinrude 115 for the first time on muffs this year. Ran very nice but I noticed a little bit of a milky/oily goo in the center of the prop where the exhaust exits....should I be concerned?

To be on the safe side, check the gear oil. That would tell you if it is water in the gear case, or if it was excess two stroke oil mixed with cooling water. If it is the gear case, you should fix that now, or it is going to get more expensive to fix later.

orbanp told you. Check the oil in the gearcase (the thing the prop is attached to). If the oil in there is milky then the gearcase needs to be repaired with a new set of seals because milky oil = oil + water. If that oil is clean then you're likely ok and should monitor the situation going forward for a while just in case.

Did you fog the engine before storing it? Most likely it is a combination of unburnt fogging oil, two stroke oil and water. I would be surprised if it was gear case oil seeing how you were using muffs.
