1973 Tri Sonic Tri Hull 165 Hp Mercruizer problems

I am new to Iboats and don't really know how it works, but I am a first time boat owner with a 1973 Tri Sonic with a 165hp I/O mercruizer that is having some issues and wanted to know if it would be worth keeping the boat or getting rid of it. I have not put it in the water yet. Everything that I'm having problems with is while at the house utilizing the water hose. First problem: Engine runs great while using the water hose with the propeller dissengaged, however, when engaging the propeller, the engine starves itself for fuel and dies. Is this just because it isn't in the water or do I have a major problem here. Second problem: Steering wheel doesn't move at all. I try to turn it either way and nothing. Third problem: outboard part goes down with no problem, but when I hit the button to raise it, it moves really slow, like 1 inch in 2mins. I know very little about boats, so over look me if I'm using the wrong terminology. Any advice would help tremendously.

don't know what hull ya got. but i got a 1700 caprice classic. a 16' trihull. i've found it to be a sea worthy boat along with pretty darn fun to drive. mines a spent boat, a hull only in my back yard waiting for the day i got bread to fix it. it's my ski boat my dad had and i skied many a times behind as a teenager. sentimental value...
other than that. sounds like ya got major issures. for the short comment, and for you to do research on. i suggest reading the oem service manual. #1 applies to your '73. ya might look at two also. look at the trouble shooting sections then refer back to what's applicable. if yer lucky, someone will come by and put ya on to pdf files of the s/m.

fwiw, make sure the boat is servicable prior to fixing anything. mine isn't. wood rot is likely for the sole, stringers and transom.
your engine drive package is desireable. a chevy 250 cid. mercruiser 165hp likely w/ a mc-1 drive. same thing i got in both my trisoic and my nineteen.
