Exhaust Manifold Riser?

Is this the exhaust manifold riser?
where does the water exit from here?

Reason i'm asking is that this Manifold is 60 degrees hotter @160 than the other side.

Yes.
the riser bolts to the manifold. The exhaust (and water) exit through the rubber hose linking the riser to the ypipe and then out through the drive. You may have a clog in the manifold or riser causing the overheat issue. Have you changed your impeller recently?

What engine are we talking about? If the boat is new to you its always a GOOD idea to change the impeller.
