97 Tilt and Trim

Just replaced my tilt and trim rods, caps, seals on my engine, I drained all the fluid out and having issues getting more in. I keep adding fluid but motor will not lift by power, manual release seems to have an issue also. I keep valve closed nad motor dropped all the way to trim rams. 97 C150TLRV

Have added fluid by manually lifitng and using switch because something stops motor from being lifted by hand manually with three people trying, release valve opened and it stops. Only way to get it up is to close release valve and lift and use switch. The motor will move about 5 inches from from any position with release valve opened but than stops. Nothing will budge it other than closing valve and using switch. What valve could be causing this inside T&T? Any help because I can't find this issue anywhere and I've searched all day on the net.
