Well, somebody put it on there... so it's gotta come off.
How much of the bow deck have you taked apart?
Post some pics of what you have and I'm sure we can get that thing off of there.
On my '98 Tracker Pro Deep V 17 it's a pain in the butt, but do-able. There's a little step down bulkhead from the bow deck to the casting deck, this has the trolling motor plug, tilt buttons for the motor, and aereator switches in a little switch panel. I learned not to even try to take the switch panel out because it doesn't give you enough room, you have to take the little step down bulkhead out and even then it's still a pain to get to. Everything is held together with screws through the carpet so it comes off and goes back on pretty easy.
