87 Evinrude 60hp shift and throttle settings

I have swapped out cables last year trying to get the motor running properly but problem was actually carbs. Carbs are rebuilt and motor runs well but fast idle lever doesnt seem to operate smootly and sticks at a higher idle and doesn't return easily. While running boat i have throttle about 1/3-1/2 before it starts to really pick up rpms. I would think that once transmission is engaged it would be a fairly smooth increase in rpms not a dead zone just after forward is engaged? motor is smooth i just think the cables are out of sinc....

I have looked all over repair manual and cannot find standards on what length there should be from adjustment wheel to linkage so im in the ballpark and then can fine tune.

The timing comes in before the carb. Have you properly synk'd the throttle pick?
