Trace the wires from the tilt motor back up into the engine compartment; just below the the black box where you hear the clicking there should be a connector for the wires. Take it apart and see if you have a clean connection there. I have to spray battery cleaner to get the corrosion off mine. The clicking you hear are from the solenoids so you know that power is getting to them; what you don't know is if the power is getting to the motor or if the motor is shot. You can also tap gently the trim motor itself after you clean the above connection; sometimes a brush will stick in the motor and not let it run. After all that with no success you can disconnect the wires and hook a 12volt battery to the wires one jumper on the blue and the other on the green. If motor doesn't run then it is shot and will have to be replaced.
Good luck.

To try to move it by hand you will need to unscrew the manual relese valve which is a screw in the starboard(right) transom bracket find the hole a unscrew it no more than 2 turns which should release the pressure. Motors are hard to move sometimes. Good luck.
