1963 28hp evinrude motor not spitting water

hey guys i have this 28hp evinrude motor that was on a boat i bought that wasnt running. i got it running and noticed its not spitting water from the pee hole like i think it should.theres exhaust but no water.can it possibly be a water pump issue and if so how do i go about replacing the pump?

You have to drop the lower unit to get to the water pump. It sits on top the L/U. Remove the housing and the impeller is inside. It probably needs replacing. Lots of posts here on doing the job.
