trim problems

I have a 1997 120 force with a quicksilver 3000 throttle the tilt and trim is having problems. So far the up has worked but the down has worked off and on. I am trying to come up with some troubleshooting ideas so I can figure out what it is I need to replace. Any help I can get would be great.

switch the relays and see if the problems reverses directions. If so, then you just need new relays which are $20 per pair or less. If problem does not flip with relays then you may have problems with switch (or wiring). If not switch then manual release valve or an internal pump seal.
