Tilt issue

So just bought a boat and my tilt wont go down. It went up with no issue now it just wont go down. When you press the tilt button down it clicks but sometimes it would make noise but it wont go down has atf fluid its a 96 regal dynasty with a omc v6 any help would be great

Do you have a full model number for the engine and outdrive.
Assuming you have the relay box/circuit breaker/pump all in one setup, here is the troubleshooting procedures.
