No it is not ok to run with the prop off for tuning. Tuning must be done in the water and using either a test wheel in a tank or with the prop installed and the motor on the back of a boat in the water. No load = bad tuning. And just what is a "5th 2cycle?" 5 HP perhaps?

The largest trouble with running an engine without any load is gear backlash. The gears begin to oscillate (increase and decrease speed) with engine impulses and they begin to bang against each other. It is hard on gear teeth and gear support bearings, plus any benefit made in a "no load" tune up would be less than hoped for since adding a load would change the condition that the engine was tuned to.
