'87 40 h.p. Mariner Hard to Pull-Start

Hey everyone, I just purchased an '87 40 HP Mariner 2-stroke with 2 carbs. Fuel - Oil mixture is 50:1 The motor starts up easy with the electric starter, but it is near impossible to pull start. It is choppy when you pull the cord and it doesn't want to retract very well too. I tried pull starting it after it was warmed up, but it didn't make a difference. I did a lot of searching on this forum as well as other sources, but couldn't find much information, except that it could be a compression relief or shock absorber problem. Am I on the right track, and is this something I should be really concerned with? Thanks in advance for any help on this subject.

If its the I-4 it will take a lot of "umph" in your arse to rope start it and the big bore 2 cylnder import.....and those motors have no compression relief.
