I had my carbs cleaned by a guy the other day and I watched him when he removed the bowl on one of the carbs. When holding it upside down he said the floats should be horizontal with the bottom of the carb. My floats were at a higher angle. So he adjusted them saying that my motor was probably running lean. I took it out for a test run, when cranking it acted like it was flooding and it doesn't idle very well. It does however run better on top end than it ever has. My question is should he have adjusted the floats on that particular carb?

There are specs for the float levels in the service manuals.
If it is not starting and running properly at idle then have them look at it again, you paid for it to be done right

I would hope so, but one thing I have learned if you want something done right you have to do it yourself. I do all my work on my trucks so I might as well start doing all the work on my boat. I have a repair manual now and will go through everything he touched to make sure it is done right.
