1992 25 hp Mercury not pumping

I just bought a 25 hp ,d134012. It needs a water pump. I was running it and there was exhaust coming out the tell tale, pee-hole. Any idea if this is normal or if there is another issue also. Thanks. Matt

Thanks Gerry.
I replaced the pump and found that the rubber water tube had a hole in it. It pumps great now. I am having an issue with the idle. Not very smooth. I tried to adjust the carb but it still is rough. Choked it a little and the idle seemed to increase. I had cleaned the carb but it still seems to have an issue. I don't know how long it really has been sitting.
