sick 60 hp johnson

i have a 1989 basstracker with a 60 hp johnson motor i had the cylinders recently re sleeved and now have good compression. when i start the boat at home with a waterhose attached it fires up great but when i take it to the lake it has troble getting started. after it finally does start it runs good until i turn it off then it usually take 10-15 mins to get it to start again is this a carb issue????????

When trying to start, are the exhaust relief holes at the back of the leg above water?

Will the spark jump a 7/16 " open air gap on a spark tester ?? And not just the spark plugs grounded either!! Check this when the prob occurs.
