40 Ho johnson Electromatic controls questions

Hi. I have a 40 hp johnson electromatic here. The controls for this, are they like modern day controls one leaver for everything? The reason i ask is that there is a smaller plastic leaver thats has a start arow pointed down. The Motor will only turn over when the smaller leaver is all the way up. Is this a wiring problem?

One of two problems. The throttle cable may be out of adjustment, or the safety switch may be out of adjustment. Does it idle properly with the lever all the way up? If so, the cable probably is ok. You will find the safety switch if you hunker down and look in the area below the flywheel on the starboard side. It is a rectangular switch on a bracket, with a white wire going to it. It is opening too soon during the throttle advance. Move it so it opens a bit later.

On the other hand, if it idles too fast with the lever all the way up, the cable needs adjusting. The big black plastic nut where it attaches to the motor is the cable adjustment.
