2011 4 hp 2 cycle engine always floods

The engine didn't run well for long. The factory mechanic said water in fuel, not covered under warranty. He installed a new needle, rebuilt the carb, and it ran for a day correctly. I can see fuel bubbling up in the main venturi, flooding the engine. I think the needle is not seating. Question: Is there a separate seat or could the seat for the needle be corroded? How would I fix this? Bad gas or corrosion are not covered in the warranty.

If the needle seat was bad.There would be gas leaking out the overflow.
I'd make sure there is an inline filter between the carb and pump.
Then take it apart.Get a magnifying glass and inspect the parts for corrosion.
Gas bubbling up is the way it feeds to the motor(I think).Check the fuel pump.
They are easy to take apart.
