Your friend is acting like a fuel pump when pumping the primer.
Either the fuel pump needs rebuild or the O-ring in the fuel connector to the motor is leaking and allowing the pump to suck air into the system enough that the motor can't get enough fuel.
An easy method to check, Temporarily install a clear plastic hose between the fuel pump and carbs, start the motor and watch for any air bubbles passing thru which would prove air sucking into the system somewhere between the fuel pump and tank.
Remove the clear hose once finished with repairs as it is NOT rated, and should not be left on the motor.
Also test fuel pump by disconnecting the fuel hose to the carbs, point it into a suitable container, crank the motor for a few seconds witih the lanyard pulled. You do not need to start the motor, simply observe the fuel stream to check fuel pump output, it should be s strong solid pulsed stream. Any less and the motor will not receive enough fuel to make good power.
