Can this carburetor nozzle cause prevent a motor from powering up?

The motor is a J10REANA and won't power up. The brass tube inside the crack may or may not keep it from leaking , I just don't know. What problems can it cause? They cost $40-50 each. I posted this on Marineengine too.

worked on a friend's '92 9.9...same crack in the same area..thought the same concerning the price < too high >...I removed and cleaned that jet real well then , after several r/r's of the carb...adjusted the float level almost 1/4" higher on the free end than the hinged end with the carb inverted...this fixed a problem with the mid transition from idle to wot as it was bogging down and never getting to wot..hope this helps as I still don't know if replacing that nozzle well would have fixed it by itself
