Where to put RTV Silicone Sealer during water pump service?

1995 Mercury 9.9 HP Outboard

I have a question about the following schematics:

Liquid Key:
7: Loctite 271
116: RTV 587 Silicone Sealer
87: High Performance Gear Lubricant
95: 2-4-C With Teflon

Where, exactly, does the RTV Sealant go? The schematic seems to show a "block" of it on the stern-side of the water pump base (18). If I knew what the point of it was, I'd have a better idea where to put it. The second schematic & instructions aren't terribly clear to me, either.

you have to put a bead between the waterpump housing and the exhaust cavity to keep exhaust from entering the waterpump.

Its a divider plate to shield from exhaust heat.Most slide into place,though some are fixed.I slide mine out,clean it and seal all the way around it.

Things make a bit more sense when I look at the mating surface of the engine's mid-section: I can see that the barrier between the water pump/drive shaft/shift linkage cavity and the exhaust cavity lands right on top of the stern "shelf" of the plastic water pump base. It looks like a bead of RTV sealant should go right there, where that shelf on the pump meets the barrier of the mid-section.
