Upper shift shaft removal 73 merc 9.8

Guys, I am trying to remove the swivel/tilt unit on this 73 9.8 merc. (It is broken) Lu is off, upper shift shaft is in the way of extracting swivel. Do I have to pull power head to get out upper shift rod ? Thanks.......

I have removed powerhead and still wont come out, could use a little coaching here. Anyone ?
