Evrinrude E4RCEC 4HP outboard questions

Some questions and general opinions please:

I have purchased, at auction what appears to be a very little used 4HP Evinrude outboard for $120. The cover is bolted down with about 10 fasteners so my initial inspection was really just a quick pull of the recoil starter, a general condition inspection and a smell test of the empty onboard fuel tank (smells very stale). When I got home, I pulled off the tank and immediatley noticed what looks like a lot of washed up mud in the crevices, including the handle. The engine compartment also has some caked mud inside. The flywheel and head is very clean. Pulling the plugs revealed a clean compression chamber so my belief is that they had the motor in a mud bank trying to pull out and washed up a lot of crap. The only rust I see is on the contacts on the coil pack and nowhere else. The propeller looks like new as well as the rest of the engine. I washed out the tank, tested for spark on both plugs and partially reassembled. The motor doesnt even try and start, I can smell gas and after pulling the plugs again they are slightly wet. Sprayed a little fuel mix into the plugs, still nothing. So with that said...

1) Does it sound like this may have been submerged?

2) Should I save my time and order an ignition coil and all wires along with the impeller/thermostat change? (My last restoration had spark but it just wasnt enough)

3) Anything else I should change out?

4) Should I save time and just get a carb rebuild kit or clean it out first?

5) Anything else?

I think I may have really gotten a deal here, the auction was at an auto repair center and seemed to be an estate auction so all of the engines there probably sat unused for years. Thanks

aply some wd40 in cylinders, let it soak,
take out the carb, put apart and soak in carb cleaner,
put all parts back
try compresion test next
dont order any parts, ignition if is geting spark means is ok

Trying out the upload since it looks to be different (pic of motor). Thanks, I did smog the spark plug ports already. Although my past experience has been that having spark doesnt always mean enough spark, that experience is with older OMC coil based engines and not coil packs. I will clean out the carb, and am ordering a new water pump assembly because I don't want to take a chance. It's 28 degrees here right now so I have plenty of time to work on it. I can't wait to add this kicker as a backup to my 18HP classic!

If it is electronic ignition test spark with a spark tester.Should jump at least 3/8 of an inch.

Sure sounds like a rescue from submergence, mvortex. Does "tested for spark" mean you got good spark?? Soaking the carb is futile, take it apart and clean every passage and orifice.

That is a purely marvelous engine, really worth fixing.

Whether it was submerged, who knows. I would imagine if this was the case it would be in worse shape but I suppose I won't really know until I pull the carb off and venture a little further into the intake to make sure the reeds look okay. I keep hearing how great these engines are I think I'll keep buying units like these and so I have a restoration going year round. When this is running, I'll have a Fastwin 18HP that pushes my boat like a rocket and this kicker as a backup. Can't wait to get back out there. Thanks all....
