The voltage will vary depending on the fuel level. The gauge measures the difference in voltage and moves the needle accordingly.
Most often, there are problems with the ground at the fuel sender. The next most common thing is that the gauge filled with water. Lastly, the ignition switch may not be providing power to the gauge.
Follow the power from the switch to the gauge. Then check the two wires at the sender. After that checks out, I would suspect the gauge. You can find them on Ebay.
