1995 60 hp tiller

pulled boat out for season and found my lower unit was low very low on lube is this common and what is next step
motor ran flawlessly all summer good thing i caught it early

Common? Not really.
What's the fluid look like? If it is cloudy/milky, then there is a leak and water is mixing with the oil. If the oil is clear, but dark, then it is just old.
The fluid loss could be worn washers on the fill and vent screws or there could be seals failing,
The color and look of the remaining oil will tell where we should go next.
When was the last fluid changed and were the washers on the screws changed at that time?

oil was changed in fall.following spring acquired new oem washers and topped fluids there was a little water mixed in in the fall creamy but not loaded regardless changed the lube thinking it might be the oem washers .now this fall time to change or reinspect only to find the lower unit nearly empty and a very small amount of cream inside
