Tohatsu M40D water pressure against exhaust

Out of the water, engine cranks right up on first turn. In the water, it will not start, unless i keep trying for about 15mins. I have to warm it up at the wash station for about 10 mins before launching. Terribly inconvenient. Does this have anything to do with the idle or the water pressure at the prop exhaust. Sorry, i don't know the idle rpm off the top of my head, but it's definintely not high. The engine does die out everytime i drop it back down to neutral after coming down off throttle for any length of time, unless i can get it reprimed before i bring it to neutral. I usually throttle down to 2 or three knots, reprime to a firm bulb, then drop it to neutral and it will keep running. What should i check?

Start by checking the complete fuel system, from tank to carbs. You may have an air leak on the vacuum side (between the fuel pump and tank), or a bad pump, clogged filter, or dirty carbs.
