70hp hard to start

I fully rebuilt my '77 70hp evinrude 2 years ago new pistons rings, carb kits including needles & seats. The motor floods if I tilt it and drive to the ramp. First turn of the key it nearly starts without choke, if I am quick I then push choke in for a few seconds. If I miss this the engine has flooded and it is a hard to start. I set the float levels per Joe Reeves just above horizontal with carb inverted. With the engine running on muffs when I tilt it it begins to big down and have to incresase revs. Any ideas cos it runs well on the water when warm, thanks
