have you load tested your battery?, how long are the battery cables?, DC motors by nature are high current high torque, a starter needs a large amount of current right off the bat to create that sudden impulse to start the pendix gear to jump, any kind of resistance ie...cables to long, corrosion on termination points, Battery terms not tight enough, and yes the solinoid can build up carbon from arching just like old points did, carbon is a primary source of resistance, I would bypass your solinoid take your battery leg staight to the starter becareful not to damage the theads from arching, if no go, load test your battery or try a known good one, or you may just have bad brushes, you may try disaasembling stater examine the brushes if worn replace, if you notice pitted areas in the copper base of the armature unit you can jig it up in a drill press like a lathe and turn it down with a fine file.... to remove pits
