I have a deck at my house at school and I was to basically make a small, CHEAP (my housemates request) enclosure for my deck that was can sit out on and still see the sky but maybe have a heater for some warmth. I was thinking like 1" PVC super structure and wrapping it in plastic sheeting? I need some way to repel rain/snow... The deck itself is TREX and the railing is welded, painted steel. I cannot weld anything, it is a lease. I was thinking of securing the PVC to the railings with hose clamps or zip ties or something  It KIND OF looks liek the one below, minus the opening for a gate. It also is connected to the house next to us, so I only really have two sides to work with, similar to the picture.

Re: WINTERIZING (My deck)

You're issue is gonna' be snow load up there Zop. Plastic wrap & PVC probly' ain't gonna' do it.

I'm thinking you'll need to build a wood frame (including a couple roof joists) and stretch/anchor a good tarp on it at an angle.
