Honda problems after carb work

I have a Honda 30hp 4 stroke that I just spent 500 for the carbs to be cleaned. I took it into the shop because it would not idle well. ( I bought the boat used and wanted to start with clean carbs and do the right thing after each use.)

I picked up the boat and went fishing yesterday. There was a long no wake zone, but when I could, I wanted to plane out... no dice. I hit about 3300 RPM's.

Twice during the trip It did seem to "Clean it self and I was able to run it at the correct RPM's and it did plane out nicely. It seemed to be clogged at times where it would surge with the RPM's

Of course I called the shop and they said to bring it back in and they will warranty the work, my question is. Does this sound like carbs? The jets clogged?
I just dont want to get zapped again with some lame excuse of it wasnt the carbs.

Fuel is 3 weeks old, sta-bil added, vent open on tank.
Insult to injury... not a single fish.

Honda outboard carb's have NO tolerance for anything.

Finicky, is putting it nicely. Take it back to the dealer. They missed part of the cleaning process.

You will have to do this yearly.
