1991 evinrude 25 hp troubles

The motor runs great in the barrell or with the flushing device, but will not run when in the water with a load. I have cleaned the carb and replaced the fuel filter. What else should i look for? Thanks!!

Welcome to the forum.
We're probably going to get to the point where someone will ask for model number. This will help a lot when it comes to parts like the carburetor.
Until then, let's hear more of how it runs.
Will it throttle up in the barrel or with muffs?
When you try to throttle up on the water, does the engine rev up or die out?
If the engine dies out, it is probably starving for fuel.
If it revs up and goes nowhere, you have probably spun the prop on the hub.
What did the carb cleaning consist of?

What's the compression on it? Is it running on both cyls?

does it start in the water? or it starts and stalls when when put into gear? or starts and runs in gear, but bogs when you apply throttle?

In the barrel the engine will rev up both in neutral and in gear. In the water it just bogs down when I put it in gear.

The model number is e25teeie.

It will throttle great in the barrel or with muffs. In the water it just bogs down. I did not personally clean the carb but I had an outboard mechanic do it. I also had a fuel pump kit installed.

The model is E25TEEIE
