Any suggestions appreciated.

As stated. I have a 1986 Johnson 4hp ext. Tank outward Im having a few problems with. The motor was given to me and had been sitting up for 10 or so years. It only had probably 10 hrs. On it. Cleaned up the bowl, car, all intake areas, p/u tube etc. Finally got mixture about right. It cranks great. Choke once n then it starts, idles, runs, warm-up good, but now I can't get near the top end out of it I was getting. At first I was mixing too much oil with gas. That issue resolved too. It's on a 14 ft jonboat plum. Runs great besides not getting all the speed it should except it keeps fooling one plug out. Can get about 3 trips out of it b4 plug wont fire and is covered In oil. I was changing plugs every trip. I have them gasped at .48. What is proper gap, is this problem? Also where should mixture b set at, for running at sea level. Runs through full range of throttle until right at top speed then it sounds like its starving. If I back off just a little it runs better but still not getting power it should have. Very new at this and any help is appreciated. The specks are running like crazy and I would love to get where Im going faster. Thanks in advance for any help.

plugs new and should be gaped at 0.03"

clean filter on fuel pump,

clean the carb carefully
