Something wrong with my tilt.

Got a 1987 Yamaha model 30 elh. Manual tilt. Trying to tilt the motor back up. Seem something is making it stuck . Push the lever down or up nothing. I can't make moved up. Just got this motor and boat. With no history. Please help:)

You will have to inspect and find where or what is binding that is keeping it from moving.
